Hi
To prevent users from changing wallpaper you don't need to lock control
panel, all you must do is to prevent changes.
Go to:
User Configuration ->Admin Templates -> Control Painel -> Display - Prevent
changing wallpaper.
(Prevents users from adding or changing the background design of the
desktop.If you enable this setting, the Desktop tab still appears, but all
options on the tab are disabled. To remove the Desktop tab, use the "Hide
Desktop tab" setting.)
The Prevent changing wallpaper Group Policy prevents users from changing the
desktop wallpaper by using Display Properties. However, there are ways of
changing the wallpaper setting, such as through Image Preview, that do not
involve Display Properties. By these other methods, users do not experience
the limitations that apply to Display Properties. You must specify Active
Desktop Wallpaper in Group Policy to prevent users from changing the desktop
wallpaper without using Display Properties. This behavior is by design.
To prevent users from right click on the picture and select Set as desktop
background:
User Configuration ->Admin Templates -> Desktop -> Active Desktop -> Active
Desktop Wallpaper. (You can type somthing like \\server\wallpaper.jpg on
wallpaper name this path doesn't need to be a valid path, however if you
want to force a especific wall paper you can also use this method to enforce
a especific wallpaper.

I've locked users out of the control panel via the group policy
settings. But the users figured out, that if they right click on a
picture in the My Pictures folder, you can set the desktop background
by click, "set as desktop background"
So is it possible to remove the set as desktop background option, when
you right click on a picture?
