are you saying:
* the PDC FSMO was shutdown
* and you wanted to edit a GPO after shutdown of the PDC
right?
if yes, when editing a GPO the PDC FSMO is always targeted by default (to
prevent issues with possible conflicts when 2 or more persons edit the same
GPO)

Hi all
I have 2 Windows 2003 DC where Global Catalog and replication is setup on
both server; but when I shutdown the master DC and try to open "Domain
Security Policy" on the other DC, I got the error message "Can not find
domain Controller";
Can anybody help me to find which setting I am missing.
