design single domain, 10 ou, 5 users in each ou

How should i design this?
10 OUs for the 10 departments?
10 global groups for the 10 departments?
10 domain local groups for the 10 departments?

Can we manage with only the domain local groups or global groups?

after reading different articles , I am still not clear about when to
use domain local and when to use global groups.'
Contrary to one reading, I was able to assign permissions to a folder
directly to a global group thru the ACL of the folder.
