Replication is a bit more complicated than what state is it currently in. Everything is pull based and several DCs could be pulling from a single DC at any given time. The only thing you can really look at and get a feeling for is that pulling. For that you can look at the replication queue. Check out repadmin with the /queue switch or look at adqueueloop.
