Losing the PDCe after NT4 to 2K3 Migration

Scenario:
1. Windows NT 4.0 domain containing 1 PDC (DOMA-PDC), 3 BDCs
(DOMA-BDC1, DOMA-BDC2 and DOMA-BDCR - recovery BDC taken off-line
before the in-place upgrade occurs) and a mix of Windows 2000, Windows
XP and Windows Server 2003 clients.
2. DOMA-PDC is upgraded to Windows Server 2003 Active Directory and
remains the only 2K3 DC in the domain.
3. DOMA-PDC becomes inoperable and cannot be recovered.
What state is the domain in (apart from a really bad one!)? I can't see
that it would be possible to create a new Windows Server 2003 domain
controller to replace DOMA-PDC, as there's no other Windows Server 2003
domain controller to replicate directory information from.
Is it possible to in-place upgrade one of the BDCs and create a new
domain? Or is it better to recover the original domain using DOMA-BDCR
and re-do the in-place upgrade?
Any thoughts would be welcome.
