How do you presently have DNS configured for machines of
each domain ? or, as you did not clearly state, of the AD level
domains, and how is WINS configured especially if pre-AD
domain is involved here.

If you've got name resolution problems, you're going to see the same
problems with one forest. One forest with multiple domains is configured
similarly to multiple forests. The difference is that the forest shares
a
common schema and configuration and global catalog.

You cannot merge forests. You currently have two forests (unless NT 4).
You need to migrate from one to the other. If you still want two
domains,
you create a new child domain (or new domain tree) in one forest and
migrate
users, computers, etc. from the one domain to the new domain. ADMTv3 is
a
free tool from Microsoft that you can use to do this.

If one is NT 4, you can upgrade to Active Directory as a child domain of
the
existing domain or a new tree (either way, both reside in the same
forest).
The NetBIOS name will stay the same, but the domain will now be a part of
the same forest.
