There are hundreds of ways to setup mailing lists
from simply using "distribution groups" to using
purpose built mailing list server software.

Much depends on which email server you are using;
we can guess you have Exchange but that is not clear
from your message.

Most email servers (including Exchange) can do some
form of "mailing lists" but for some purposes you will
find that purpose built software offers different levels
of features and manageability.
