Control users from installing programs in a domain

Hi,

Is it possible to use group policy in a domain environment to forbid users
from installing programs on their own computers even if they have
administrative priviledge on their computer (Some programs require the user
to have administrative priviledge to run properly)? If yes, how? I am
running a Windows 2000 domain controller.
