Do you have WINS?
If yes, check the contents of the 1Ch <domain> record. Are all DCs listed there. if not, make sure all DCs point to the WINS server(s)
I think that WINS, configuring sites and subnets + deploying DS Client on NT workstations is a main factor here - if NT workstation will have DS Client installed it should use "nearest" DC if sites and services ae properly configured because as a response to query send from NT workstation to 2000\2003 DC client will get in response also sites information.
