DC wont allow a diag program to install

Tech-Archive recommends: Fix windows errors by optimizing your registry

I have a win2003 DC, HP proliant ml350. I tried to install a tape diag
utility and it runs the process then at end, it displays message that the
install process was interupted and could not install. This message is then
reflected in event app log as an informational that the msiinstaller could
not install the program. HP tech support doesnt know why, they think it is
a security policy. I dont have any that would effect this- that I know
of. Any usefull info on this appreciated.

thanks
