The BEST command line permission setting tools (in terms of
capabilities) are SubInAcl and the open source SetAcl.exe
(from SourceForge.net) but I do not believe that SetAcl included
services the last time I checked what it can do.
You might take a look (SourceForge) and see if that has been
added or if I missed that capability -- you might even ask the
developers if they would add this capability.
Once warning: SetAcl is very powerful but it has what is
likely THE MOST convoluted, complicated, and confusing
command syntax of ANY program on Microsoft or Unix
type systems.
