Group Policy Issue - I Think



I hope someone can help me with this issue I have been looking all around.
I have a 2003 server domain with xp clients in the domain users group that
are applied the default group policy. The users are not able to visit https
web sites such as banking sites. All these sites are external and we have a
Cable modem connection running though a Netgear FVX 538 router. No proxy or
anything. We are using the windows DNS server.

When the users are added to the Domain Admins group they are then able to
view all the https sites with no problem but then back as a domain user and
no dice. I think this might be a group policy issue but i am not sure.

Can anyone give me any help?
