do you hit the problem if you uninstall and then re-install
the ADAM instance? What account are you using for the ADAM
service account?

It might help to review the installation log at

%windir%\debug\adamsetup.log

Active Directory Application Mode was installed successfully, but there
were
some problems during Setup. Please review the warnings listed below:

Setup could not start the service 'ADAM_ldrbackup-389' because of the
following error:

Error code: 0x8007041d
The service did not respond to the start or control request in a timely
fashion.

LDIF file importation was skipped because the ADAM service could not be
started. To import LDIF files after the service has started, use the
Ldifde.exe tool in the ADAM folder.
