2 Internet explorer windows when opening a ts session

Hi,
I am having this problem with a user in my company:
when he connects via rdp to a ts and puts the option to open a web page it
opens 2 windows instead of 1.
If he first connects and then launches the ie explorer it opens correct
he is using the rdp client 5.1 in Windows xp connecting to a windows 2003.
I have seen, might be related the article
Just in case that it helps the behaviour looks similar to this
A link that has a specified target always opens in a new window if Internet
Explorer is the startup program in a Terminal Services session or the shell
for the operating system

If we open the session and then launch the ie page. it works ok.
We have also tried to put it in startup in the ts session. it works ok.
