I assume that you want this for the local GPO? Meaning, not for GPOs set at
either the Site, Domain or OU level?
Have you looked into the Group Policy Management Console (GPMC)?

How can i get a list of only configured settings of a group policy object?
A list of all setting with their state (not configured, enabled or
disabled)
would be ok too, so i can filter and know what settings are configured...
