When he walks up to a machine and logs in if it is not his normal machine he cannot view the contents of the network through my network places/ entire network/ our domain. Sound less like a user permission issue and more like a netbios issue. The browse list (My Network Places) is populated using browser elections and netbios broadcasts. Not very reliable these days.

Have you tried having him add the printer by machine name explicitly? i.e. printer HP is connected to machine HOST1. If you go into the add printer wizard, you can choose to specify the printer and type in \\host1\hp and see if he connects.
