If I were to disable slow link detection on the workstations would the GPO
apply? I'm kind of stuck between a rock and a hard place due to the fact
that we can't enable ICMP's.
Yes you are. You will need to disable slow link detection via local GPO on
each machine. Then, network permitting, GPOs should forget about pinging
the DC and apply.
