You should always have at least one GC per site. GCs are necessary for user
logon. They are used to resolve the UPN and to query for Universal Group
Membership.
If you have made all DCs GCs, this is fine. In single domain forests this
is great. In multi-domain forests, you must understand the additional
replication traffic and decide on GC placement before simply enabling GCs
(unless the forest is small, or you have fast links everywhere).
Two GCs per site is even better. You have localised resilience.
