Have you installed the GPMC and ran a report, or even a gpresult on the
client side to see if the GPO is actually hitting it?
Also, about the time service, we usually use the sntp command to set it.
Have you done that on the DC that holds the PDC Emulator Role? By default,
all AD clients (servers and other DCs) will point itself to the PDC Emulator
for time synch, so it would be important to initialize that on that specific
DC instead of doing it thru a GPO.
