It's not something you need to force if you configure everything correctly.
Configure AD Sites and Subnets and ensure that the server is in the correct
site and is a GC and DNS server. Point clients to this server for DNS (and
another at the main office as secondary). The clients will use their local
server by looking at what site they are in and what DCs are in that site.

If you make the server a GC, and a DNS server then yes. A GC is required
for logon and you need a working DNS server to find a DC and GC.
