Restore AD onto a new server?

Greetings,
Does anyone know if its possible to restore an AD onto a new and different
server? (For example from a scsi to sata or ide a complete diff. pc)
I've tried the backup restore and then dcpromo /adv just to try to get the
info from the AD restore but some how it
seems like it tries to communicate to the DNS...guess its right if there is
going to be a new server there must be records on the forest data.
Then I tried the steps that I found on this site:

Although it was writen for Win2k and I'm trying this on Win2k3 it didnt
work.

Any info out there?
