The password is encrypted in AD so you can't "get it out". You'd need an email system that supports integrated security, like >Exchange with Outlook using MAPI. There may be other systems on the market supporting it aswell, but I don't know of any.
I don't think that's getting at what the OP asked. He can spin up the Custom Maintenance Wizard which is part of the "Office 2003 Editions Resource Kit" and push out these settings via an outlook prf file in group policy. Instruction are in the following link.
