Windows folder? You mean the Windows' system folder?
What operating system?
Is this a server? Is IIS installed with FTP on it? If so, it could have been
pubbed.
Exactly what folder(s) or file(s) are being created and where? Or are they
hiddne and you can't see them?
What are the byte sizes, folder names or filenames is being created?

Is the SMS client installed on this machine?

I assume you've done a complete antivirus and spyware scan and your scanners
are up to date.
