it also depends who manages which roles as some roles may demand local
adminstrator permissions. (like WINS)
if person A manages DCs and person B manages WINS it is way better if you
do not combine the roles.
When thinking about consolidation I personally have no problem combining
DC/DNS/DHCP/WINS on one server, assuming the same person or group of person
manage those services.
Remember that the DCs (every DC in a forest) are the walls of your security.
If those walls go down, well you can imagine the rest
