2003 AD Events 1955 and 1083

We did a direct replacement of one of our domain controllers a month ago. We
have 3 in total. I have noticed some events kicking back on the new 2003 DC
and not on the other 2000 DCs. I have been getting errors 1955 and 1083 on
some user accounts in active directory events. Some of them clear up. But
more recently i changed my password on my windows 2000 workstation and since
then ive been having problems on the 2003 DC. For a couple days now.
Depending if that 2003 DC authenticates me, i will get locked out on the spot
or while I am logged on. Luckily i have a second account so i go back on the
PDC and reset my password, and it is okay for awhile. i get the following
events in AD:

Event Category: Replication
Event ID: 1955

Description:
Active Directory encountered a write conflict when applying replicated
changes to the following object.
Object:
CN=shorile,OU=Techs,OU=EOS-USERS,OU=_EOS-ALL,DC=eeemith,DC=net
Time in seconds:
0
Event log entries preceding this entry will indicate whether or not the
update was accepted.
A write conflict can be caused by simultaneous changes to the same object or
simultaneous changes to other objects that have attributes referencing this
object. This commonly occurs when the object represents a large group with
many members, and the functional level of the forest is set to Windows 2000.
This conflict triggered additional retries of the update. If the system
appears slow, it could be because replication of these changes is occurring.
User Action
Use smaller groups for this operation or raise the functional level to
Windows Server 2003.

I am confused as to what "Use smaller groups for this operation or raise the
functional level to Windows Server 2003" is trying to convey. Any help
greatly appreciated
