What server is your DNS server?

Did the GC register as a GC in DNS under the gc._msdcs.domain.com zone?

Restarting the netlogon service should register that data into DNS. If that
doesn't work, there is something else misconfigured. Check in the ESM, yrou
server's properties, Directory Access tab, and see which DC/GC Exchange is
using.

Can we see an ipconfig /all of your DC/Exchange server please to get a
better idea of your configuration?
