Perhaps because the shortcuts for Command prompts are coded
(themselves) to use "My Documents" and they are starting the
prompts from those shortcuts?
You could (find a way) to just change all the command prompt
shortcuts to some reasonable hard coded path (e.g., C:\), but it
will likely be messy.
