there is a policy setting that will accomplish this for you.
if the machines are member of a AD domain, you could create a GPO and go
to: computer configuration, windows settings, security settings, local policies,
security options.
there you will find: (on XP):
interactive logon: message text for users attempting to log on
and
interactive logon: message title for users attempting to log on
if I am correct search in win 2000 for the same text without the interactive
logon part.
this wil show a message box stating your policy after the <CTRL><ALT><DEL>
and before the username/password dialog.
you can do the same on a stand alone machine by opening the local plicy and
going to the same location.

i would like to create a window that pops to display the I.T. policy
that you will have to accept before logging in to the pc.
