Have new 2003 Server, problems running DCPROMO on old 2000 server

Hello All,

I had been encountering event viewer errors on my 2003 server and after
research I found out that I must run DCPROMO on the old 2K server to
remove Active directory from it. However, when I ran DCPROMO, I get a
two-part error message:

This operation failed because:

Failed to prepare for or remove the sysvol replication

"The file replication service cannot be stopped"
Using MMC, I added a snap-in for Services and tried to stop File
replication service. This only succeeded in freezing the system.

All the windows updates have been applied to this server.

Thanks

.
