There are a few things you can do. One of which, the easiest, is to add that
specific user to the local Power Users group on the machine itself. The
other thing you can try is to just allow them modify abilities on the
software key in the reg, because many apps alter reg entries when they run.
I know it's not pretty, but I would probably try the Power Users group to
see if that helps you. Keep in mind, whatever you do to allow them to
run/install apps, it will also allow spyware and such to get installed under
their account.
