Local Printer Access

I have users who connect to domain using their note books and they can
install the network printers.

When they go home and logon using their cached credentals and try to install
a local printer they cannot because they have no access at all to their
local pc or does not have a local profile.

How can I enable this feature that they can install local printers when at
home?

Please advise - Thank you in adv.
