Some quick questions about 30 user network.

I just inherited a 30 user win2k advanced server running exchange 2000.
All users are 2000 professional with office 2k and act.
Problem 1: the client pc's have very small hard drives (4gb). This makes it
real hard to install service packs.
Is there a way to upgrade to latest service pack with on average less than
150 mb free space?
Problem 2: the old system admin locked down the client pc's so no apps
could be installed unless logged in as admin.
I would like to install all service packs and get this network to a point
where MS updates can be applied by end users while keeping them from
installing unauthorized software.
Problem 3: the server is really slow to shut down and boot up. It takes on
average 15 minutes to shut down and longer to reboot. I think exchange is
bloated and is the cause. I am afraid to mess too much with it as everyone
has lots of old data that has been classified "critical".
I just installed trend micro smb client/server/messaging suite to reduce the
virus outbreaks (why I got this gig) and plan to include anti spam and anti
spyware this week.
I don't want to go too crazy fixing this mess up as I have been told many of
the pc's are to be replaced soon and I am hoping to upgrade the server to
SBS before the end of the year.
Any suggestions are appreciated.
