Make normal user Account Operator

Greetings,

I need to give a normal user the ability to create/modify user accounts and
OU's on the domain. I added her to the Account Operators group, but that
hasn't changed anything; Active Directory is not available to her when she
logs on to the domain controller.

Any advice on how to resolve this would be appreciated.
