Correct that will stop cross network connections, won't stop runas though. You need to disable the service and make sure no one has enough rights to execute the logonuser api call.

Nota Bene: This only applies to interactive logon, it doesn't stop cross network connections nor use of runas functionality.

That can be easily done in the user's account properties in ADUC. Go into the properties of a user account, under Account tab, click on the "Logon To" button and enter the workstation name in there.
