How to add a domain user to LocaleAdministrators Group by GPOs

Hello,
i have to create a service-account User that needs to act as locale admin on
all workstations. So far no problem, but how can i bring this account out on
every single PC (250!) ?
I will not use RESTRICTED GROUPS' for this option deletes the DOMAIN ADMINS
from the PCs.
Anyone with an idea??
