Desktop Background

I have a quick question about desktop backgrounds.
We have a corporate desktop image that is controlled by active desktop
through group policy, this is applied when the use logs on. However before
they logon an old corporate image is displayed. From what i can work out this
is the default background on the machine and the active desktop wallpaper is
put over this one.
How can i change the default desktop image so that the old corporate image
doesn't show up at all on the machines. Is there a way to do it through Group
policy or does anyone know of a script i could use.
Just to clarify i don't want to change the active desktop wallpaper, i want
to change the default wallpaper on the machine.
