Which list are we referring to? The GPOs that are linked to an object can
be rearranged for sure. I can't remember what the inside of a package looks
like as I don't use GPO to distribute software anymore. But you can deploy
software sequentially, and in the order you specify by using a single GPO
per package for sure.
