Friendly way to send out notifications?

Our communications department wants a way to notify users immediately of
certain things...and they want it to be in a friendly manner. The typical
net send will not work as the dialog box is ugly, and the manner in which it
appears is viewed as intrusive.

What they would like to do is send out notices via something like the XP
balloon notification, or the Outlook new mail notification.

Is there any way to customize this or to send a notice out via
AD/GPO/anything using something other than a net send?
