Access to scripts(startup/shutdown) under computers

I have 2003 admin tools loaded and I use this for creating login scripts by
applying a script to a OU using group policy but for some reason I can now no
longer see windows settings /scripts/(startup/shutdown) under user
configuration. I can see this for computer configuration but not the users. I
have previously had access to this and MS technet concierge were as helpful
as ever.

Any ideas?
