Remote Domain Login issues

Hello:

My company has WIN2K3 AD setup, we have one office in WEST and one in EAS,
each office has a DC, GC, DNS and DHCP runing on one server, the servers are
replicationg over the VPN.
The problem is when the VPN line goes down the users in the EAST can not
access the shares on the EAST server, they would get some sort of
authorization error.
I appreciate your feedbacks on this.

Thanks
Al
