Group Policy Headache

Hi,
I just setup a new domain on a windows 2003 server. The setup is fresh, ie
to say, there is nothing but a server connected to a switch and another
laptop connected to the switch as well which has joined the domain.

The problem im having is with the password policy part. 2003 has default
policy of password complexity, 7 characters, etc. I disabled all of these on
the default domain policy, but yet when i try to create a user in the active
directory with a simple password like 'test', it gives me a message that
password does not meet policy requirements.

I tried:
1) Confirming GPO configuration.
2) Checked event viewer. no errors in any logs
3) Used RSoP snap-in to see whats applying to administrator on domain
controller. It shows all password policies as not defined;exactly as i
configured them.
4) I changed some other administrative templates of the GPO and tested them
with the laptop and its taking effect.
5) I checked security permissions for the GPO and there is apply for
authenticated users and no deny anywhere(default)
6) I made another OU and tried to create user there outside default users
container and made new GPO with disabled password policy settings and applied
to OU. no dice.
7) Checked 4 any other GPO. Only 2 default - domain GPO and domain
controllers GPO. In domain controllers GPO also, everything 'not defined'

Is there any other setting outside of the password policy section that i
need to adjust?

HELP!
.
