Password change error

In a 2000 domain, I was just trying to change a user's password through ADUC
and was receiving the error:
The password does not meet the password policy requirements...

The password I was entering did meet the password policy requirements and,
based on my knowledge of the user, the passwords I was trying weren't ones
she would have used in the past. I have my minimum password age set to 1 and
I changed that to 0 based on a KB article I saw but that didn't correct the
problem.

Is this issue familiar to anyone?
