There are actually a few options available there, depending on the exact
requirements.
But in order to consolidate forests, you'll have to migrate. If you only
need a shared GAL and have reasons to maintain separate forests (be sure
they're really good reasons though; this is not a preferred method for a
company to use) then perhaps just synchronizing the GAL data is what you
need.
You'll want to very carefully consider your goals and requirements before
choosing.
