I too had almost identical problems on a Windows 2000 AD Server.
dcdiag & netdiag issues almost the same.
It became apparent after the last MS security patching of the server.
I've taken off the following MS security patches and the problem has
gone away.

It has been up 12 days now and I was only getting 2-3 before that.
Other symptoms that were apparent when it went bad were:
AD Users & Computers tool fails (It behaves like AD is not there)
ODBC DSN's fail.
The MS security patches were all OK on my 5 other windows 2000 servers
so if it's possible it's related to my HP DL380 G4 Hardware.
I'll soon begin applying the patches one by one with 5 days in between
to identify if it recurrs.
