Have you tried dcpromo /forceremoval with an unattend.txt file?

Do you have a test box you can run the command on to troubleshoot where it
is failing in the unattended file?

If you are just wanting to get it out of AD as a DC at this point knowing
its hosed, you can do these steps to simply cut it out of AD:
