How to disable or enable Active Directory replication in Windows 2

Knowledge base article 321153 explains how to disable outbound replication
from a 2000 domain controller to perform testing or upgrades without
effecting the rest of the domain/forest using the 'repadmin /options
+DISABLE_OUTBOUND_REPL' command.

I want to disable outbound replication on a 2003 dc which happens to be the
schema master. I want to do this so that I can run in and test a schema
update without replicating to the rest of the forest, this is the same
process recomended when running in a forest prep for exchange however the
command doesnt seem to work on 2003?
