Active directory slowly on bdc

Hi
i've reinstalled 2 server were before srv1 was pdc and srv2 bdc. Now
srv2 is pdc and srv1 is bdc. To reinstall i've correctley moved FSMO
from srv1 to srv2. (Active directory is 2000 native mode)
now the preblem is: if srv2 is down the AD on srv1 (bdc) is slowly...
if i manage any users... it take severals minutes; on the NT client
i've C00000BE error when i try to change the password.
If the srv02 is power-on no problem exist. The dns server is correctly
configurated on both servers and also wins. there are only a FW to a
dns for internet and a trust-relationship no transitive for the proxy
