Default Domain Controller Policy is missing in sysvol

I'm not sure if this is the write newsgroup and if not, please let me know.
I have a Win2k child domain that is missing the Default Domain Controller Policy in the sysvol folder on all DCs. It does still exist in AD. I can recreate it using recreatedefpol but as I understand it, with Win2k, you can't re-create the Default Domain Policy or Default Domain Controller Policy seperately, you have to replace both of them. The problem is that the Default Domain Policy has many changes that will get lost if I do this. So my question is, with Win2k, is there a way to export policy settings and import into a new policy so I can move the settings from the Default Domain Policy to a new gpo? As I understand it you can do this with GPMC in Win2k3 but I'm not sure what to do in Win2k.
