Conditional Logins on a Domain

HI folks,
A question about restricting logins on a win2k server domain with Xp pro
client computers.
I am a volunteer at a community run online access centre, sort of like a net
cafe.
We have a generic login for all casual users and I would like to prevent
casual users logging in until a supervisor logs in.
So what would happen is if a computer is turned on, the generic login will
be blocked until a supervisor logs in on one of the other computers.
I realize that GPOs can be used to restrict login times but this is not
suitable for us as our opening times vary quite a bit. Also one of the perks
of being a volunteer supervisor, is after hours access to the centre.
Problem is some of the supervisors are not using the booking sheets when
they do this, and are not logging in with their profile. SO we have no
records of their after hours usage.
This causes a few problems as after hours use is supposed to be on an hour
for hour basis. That is one hour of volunteering, one hour of after hours
use.
So forcing volunteers to log in with their ID before any other comps can log
in with the generic ID would mean we can keep better track of this.
Also does Win2K server have any logs that track when logins occured and the
identity of the login?
