The Domain Naming Master must be available when you create a new domain.
Most likely this machine is part of Site A. You can see what machine holds
it by opening up Active Directory Domains & Trusts. Rather than make a
machine part of Domain B and move it and create the new domain in Site C,
just create the new domain in Site B (or Site A if you can) and then move
it. As long as the amount of time the connection between Sites B and C is
unavailable is less than 60 days from the point of disconnection, you will
be fine.
